    Having a second chamber increases the range of access channels from civil society to the executive in equitable and accountable ways. For example, the the House of Lords Appointment Commission set up in 2000 (after the dissolution of the hereditary peers act which allowed peerages to be passed down to family members) is an independent body that recommends and vets non party affiliated individuals based on their merit and distinction to ensure the highest of standards for peerages.

    In unicameral systems such as China, confining camera in a single body rather than splitting it between two houses arguably streamlines the control which can be exerted by representatives of the Party (although from the perspective of other democracies, removes the possibility of a second house serving as a check, thus making it easier for a single body to dictate)
